Brentford striker Toney is another with a point to prove with Three Lions boss Gareth Southgate only likely to take one back-up to Harry Kane to this summer’s European Championship. Konsa will play at right-back with Kyle Walker, Kieran Trippier and Trent Alexander-Arnold all absent through injury. The 26-year-old won his first cap on Saturday when he came on for Walker in the first half of the 1-0 defeat to Brazil.
Jarrod Bowen comes in for Anthony Gordon while Harry Maguire misses out through injury with Lewis Dunk deputising.
Rice captains England for the first time on his 50th appearance.
Belgium will be captained by Romelu Lukaku but they are without the injured Kevin De Bruyne.
